The Pokedex exists because the characters we play in the game need data on Pokemon to compete and train.

Perhaps there is a Pokemon-themed video game in the Pokemon universe, which has its own Pokemon encyclopedia.

Perhaps as we go down each level from reality to fiction in-game fiction, the encyclopedia become less informative, because the writers have less access to the true nature of Pokemon.

The fact that Bulbapedia is imperfect and contains often-nonsensical trivia sections suggests that we exist within a Pokemon simulation.

Perhaps on some higher plane, a perfect Pokemon encyclopedia exists...

One can only speculate.
