It's particularly weird that cyberpunk is presented as this highly awesome technologically augmented human society, when really cyberpunk is about the increased gap between the masses and the elite. With the elite using technology to control, oppress and observe the masses under the guise of technology being useful.

Flask-- It's the simplest framework for turning Python code into answering web requests, without doing a lot of repetitive stuff that just implements the shared guts of all web servers.
Best if: you have a medium-to-heavy weight app you want to implement, particularly one that isn't organized like a typical web site.
Maybe don't use it if: your site is very small and doesn't need much customization OR very large and needs much organisational support
