Using instance blocks and silences as pure retribution actions is abhorrent. When you have equally effective choices, such as locally silencing a user, that have not been first employed and been subverted you have no moral grounding for your coercion and cultural imperialism. The powerful who treat their responsibility to the fediverse with disregard should be viewed as poisoning the commons regardless of how they exercise that disregard.

If the other avenues are exhausted I can agree. Honestly if another admin of power is allowing someone to poison the fediverse with disregard they're equally abhorrent.
However there is obviously a lot of grey in that determination, and that's where community norms come in. I'll admit I don't really know how to give a positive definition for "enough effort" it's a bit of a heap problem. I will say it should be considered proportional to salience.
