I'd say this rule in RFC 1855 has held up well over the years:
"Never send chain letters via electronic mail. Chain letters are forbidden on the Internet. Your network privileges will be revoked. Notify your local system administrator if your ever receive one."
like, just have people who work on these seperate types of issues where it's not the thing everyone on the team is working on

the development of mastodon needs to be a more organized effort than it is currently
while the features being added are good, there's some that are asked for repeatedly and there just needs to be like 1 or 2 people
sitting and listening and trying to work on the issues that are asked for and only those issues

ALSO if you do this make it so that reports from other instances only have a uuid based on the reporters full handle [username@domain] so that rogue admins cannot find people reporting bad behavior but good admins can block bad reporters based on a unique identifier
