If I'm looking for an ESP32 board with certain features (screen, rotary encoder, button, BMS, USB-C), how can I best find it? Is there a central website where I can just list all the criteria and it spits something out?

There's this for the specific chip versions: products.espressif.com/api/use

As for dev boards, waveshare has a whole bunch with displays (both touch and non): waveshare.com/

Heltec has a bunch with integrated displays but is more focused on wireless stuff: heltec.org/

I know this doesn't fully answer your question but i suspect the best way to approach it would be to just connect a bunch of stuff to the gpio pins (rotary encoder, buttons, etc)

@nyastrid yeah I know I can connect crap to the pins, but it's supposed to be a device that can be held and used in one hand, so the more tightly integrated everything is, the better
