As for dev boards, waveshare has a whole bunch with displays (both touch and non): waveshare.com/

Heltec has a bunch with integrated displays but is more focused on wireless stuff: heltec.org/

I know this doesn't fully answer your question but i suspect the best way to approach it would be to just connect a bunch of stuff to the gpio pins (rotary encoder, buttons, etc)

@pollyglot ergo irc server (github.com/ergochat/ergo) is early on the ircv3 train. Not sure about a client. TheLounge which I use as a pwa/web client is built on a ircv3 supporting library but i dont think v3 features has landed in it yet?
