so after two days, finally got this Valve Index set up and working.
Not through any fault of the valve index oh no.
no it's because apparently Steam VR requires the Media Feature Pack in windows 10 to work and uh...
our VR pc was running Windows 10 Pro x64 N
which is european only, and does not come with the media feature pack which is like... windows media player and all that.

@Felthry As a result, after Microsoft lost the case, fresh installs of Windows operating systems started giving a Browser Choice window on first boot and stuff like that. The MOMENT that was no longer required tho, Boom, gone.
aaand lo and behold microsoft Edge is force installing itself now as of a recent windows 10 update. ugh.
Either way the N version of Windows 10 was Windows 10 without the media player stuff. NO idea why that stopped SteamVR working with the Index, but not the Rift S.

@Nine there's talk that they might get sued again over their stuff with edge, or at least they might get some regulatory body investigating them
