Often he does have something on when it fits the cartoon, like, he's a space pirate so he has a green vest and stuff, or he's the Big Safari Hunter so he has that silly hat or stuff.

Apparently he was done as a spoof of Friz Freleng, the way Yosemite Sam was, so that's a weird cross-cartoon link.
