You can buy shaved wicker (which I'm pretty sure is what the wrap is) and apply it yourself. You do have to soak it, so it's flexible, and then dry it in place, so it keeps shape, and the wrap has to include a knot. That one you can probably figure out by closely inspecting the one that isn't loose.
Thank you. Part of the problem is not knowing the right words to search for a replacement. Shaved wicker is a new one for me. I'll try finding some and figuring out how to tie that knot!

I'd do a general search for wicker and sticks or reeds or strings. Anything that might describe it.
