I know that this won't happen, because institutions are slow-moving by nature, but...

The optimal move for every government agency, every celebrity, every nonprofit, is to loudly quit Twitter and announce everywhere they can, as often as they can, that they have done so--and, particularly, that anyone on Twitter representing themselves *as* them is an impostor.

It won't stop the disinfo, but it will slow it down. To do otherwise is to make the problem much worse.
