If unions are the solution to stopping workers from being exploited, why haven't they worked after 80+ years?

Why has union membership in the US dropped from 20% in the 1980s to only 10% in 2022? I don't think anyone would honestly argue that it's because workers are now getting their fair share.

What needs to change to make unions effective?

@CryogenicNighthawk militantcy. Lack of bureaucracy, every strike is a wildcat strike. Labor unions stopped working well when they started following all the laws about them made by the government. Mutual aid networks are a must. Never mind of the propaganda that they don't work at all and you shouldn't join one put out by companies.
