If unions are the solution to stopping workers from being exploited, why haven't they worked after 80+ years?

Why has union membership in the US dropped from 20% in the 1980s to only 10% in 2022? I don't think anyone would honestly argue that it's because workers are now getting their fair share.

What needs to change to make unions effective?

@CryogenicNighthawk Also they do work, unions are why 8 hour work week, benefits, weekends, lunch breaks, and minimum wage are a thing
