i briefly once worked for a startup creating software for businesses to track this sort of thing.

Apparently it's a lot easier for large companies to pressure towns into agreeing to hand over land and let them demolish everything with the promise of jobs, and THEN figure out what to do. they get the tax break first and then justify it.

The software in question was just like "how much do we have left until we've met the bare minimum of our promises to not be in legal trouble"
