Is there a program that lets me choose css stuff for a website visually, with instant preview?

I don't know of any tools that can do the full package, but there are tools that take a HTML file and generate the CSS body for you ( https://atom.io/packages/html-to-css for example) - you could then just try your styles directly inside the CSS with a bit more convenience.

I'm looking for something where I can open a HTML file and change the way it looks, and it spits out a CSS file for me to apply to that HTML file.
That's the ideal.
