i think people who use html "or" css as a dichotomy don't really understand how either work
"you can write html without css" yes you can also write a new word document each time without naming your files you just need to remember which number went after "New Document" when you saved it

css is not a subset or a replacement of html, it's a set of instructions to tell the browser _how_ to render your html
and for fuck's sake stop rendering it with javascript
