Any body who works on front-end UIs should take a look at xScope by @Iconfactory
I just looked it up and I have been using xScope for web development for 10 years now! It started off as a way to help meet designers’ asks for pixel perfection, but even in the age of fluid web layouts it's been crucial in helping to check alignment and spacing for consistency.
