some people are suggesting that people block only the admin of an instance instead of the whole instance if they're being problematic

here's my take on that: no. if the instance admin cannot be trusted, the whole instance is compromised. if the admin is being harmful, that means other users in their instance will be allowed to be. blocking only the admin is not a good solution.
