If I was a dr who villain I would simply fuck with literally anyone other than the doctor

@aeonofdiscord yeah and I mean I guess the daleks usually exterminate with at least some success
@aeonofdiscord which makes the master the absolutely least successful villain in dr who because his thing is exclusively fucking with the doctor and we all know how this tends to turn out
@halcy on the other hand he's extremely persistent, and does manage to fuck with the doctor a lot, so in some sense he's actually kind of successful
