Is the concept of "bad neighborhoods" inherently racist or classist?

My experience with people using these terms is that It's almost always about neighborhoods with high poverty, which in the USA are frequently predominantly poor people of color.

@pandora_parrot i would say that it's almost always in service of classism/racism, intent of the person speaking disregarded entirely - the idea is really just redlining but with a new mask on.
