It was inevitable for a few reasons. Not the least of which is that the drug war is big business, and it seemed like pharmaceutical opioids were going to replace weed as the staple to exploit. That's become less photogenic as "addiction hits white communities" sob stories mount. Aside from the fact that Sessions is a racist shitbird and attacking marijuana has been racially coded for literally about 100 years.

(Yeah, weed is big business and all now, but Republicans had zero problem with passing a tax cut bill that'll completely tank our economy and make literally millions suffer, so I'm not expecting enlightened self-interest to mean much, here.)
