okay, turns out my gpu is running at pci-e 2x instead of 16x? that could easily be part of the reason
but i still suspect the ram too
i should probably try one of those things FIRST before i try the other though

@MochiWaifu That's... odd. ...Does the motherboard have like, an built in integrated graphics card that's still turned on in the BIOS? It might be that that runs, effectively on PCIe x2, but because the system thinks it's the main card, it's bottlenecking the actual GPU you want to use?
