PSIBER stood for "PostScript Interactive Bug Eradication Routines".

The author seems to have used it to debug an application called the PseudoScientific Visualizer which was used to make some maps of the 80s Internet and some kind of adventure game.

I found some lovely, vintage 1994, html documenting the whole system with much better images:

The account in question is @ GenderMapper on Twitter. The gist of it is, they appear to be engaged in long-term tracking of trans-friendly medical providers for use by deeply transphobic outrage groups.

Deeper in the replies, someone found a user-created google map that is purportedly created by that account's owner. twitter.com/PirateSkyProd/stat

According to the same person who found the google map, this appears to be the twitter account linked to the map's creator: twitter.com/laraalix
