It does look like a Peregrine, a juvenile with the darker brown on the chest. May be trying to get through first winter, trying to find a territory. It's rough out there! Have learned from a rough past year watching Cal Falcons @CalFalconCam https://calfalcons.berkeley.edu/

If that's what's happening, this young one picked a prime spot for it. Under the neighbors' solar panels is prime pigeon nesting real estate, and there are dozens. We just added solar, and expect to have more pigeons. As long as it doesn't try to sweep down while I'm holding my parrot, I'm happy to live and let live.
