The article seems a little short on data - mostly it's just a chart, without context.
"Independent" covers everything outside the very small range covered by the GQP (it's gotten much smaller, with the rise of MAGA), and the slightly larger area covered by the Dems. Independent isn't just the area between them, it's also all the area to the left and right of them.
