And this, ladies and gentlemen, is why we need to restart teaching civics classes in junior and high school.
He's not "the government". He's the Executive Branch. There's also the Legislative Branch (Congress) and the Judicial Branch (SCOTUS). 3 co-equal branches. That explicitly stops any one person from being "the government."

In theory. In reality all three of these branches can be captured (to lesser or greater degrees) by the unlimited money at the disposal of the US oligarchy.
