Windows Backup will let you migrate from a win10 PC to a win11 PC, but only if your primary account on both are Microsoft accounts signed into the same OneDrive account.

Dell SupportAssist will let you migrate without a Microsoft account if both PCs are Dells, but it will automatically nuke the old PC's data before you have a chance to verify the migration's success.

Why does Microsoft not have a PC migration tool even half as good as Windows XP's Files and Settings Transfer Wizard anymore?

After a reportedly successful migration, the Windows 11 desktop's icons are now blinking, cycling between generic icons and proper icons, like a VCR blinking 12:00.

Microsoft's answer was to delete %userprofile%\AppData\Local\IconCache.db (migrated over) & force-restart Windows Explorer. It worked. For a few seconds.

No programs were moved over, so whereas every other version of Windows would use generic icons for the program's desktop shortcuts, Windows 11 causes every icon on the desktop, in Windows Explorer windows, and in the PC Settings app, to cycle constantly between generic icons and their proper icons.

The only supported version of Windows is less ready for daily use than Windows Vista RC1.

@arielmt Microsoft peaked at XP, and it's been degrading ever since.

@arielmt It's soooo bad, and every feature upgrade it gets worse. I hate it viscerally. I want to go back to Windows 10, or even 7... hell I might take XP over 11 if I can get around the 32 bit limitations.
