Web design hot take: Cookies are for persistent logins and persistent site settings that the user themself has set. (If the user hasn't changed any site settings (if present in the first place), you don't need a settings cookie!) If you're setting more than 2 cookies, you're (probably) doing something wrong. If you're using more than 5, fuck you.

I'm not logged in. I've changed no site settings. Why does The Guardian need 21 cookies on my computer?!

Okay, well, I guess saving a cart is also a good use, though there's no reason for that cookie to exist for more than a few days tops. Still, I'm going with 5 as a hard limit for now.
