Come to think of it, I wonder if part of the shipping cost is normally subsumed into the cost of the flag. So, like, part of the $30 the flags normally cost is subsidizing shipping, but, since they're currently free, they need you to pay for the full shipping cost? It still doesn't explain why shipping is $31, but it might explain why it might be higher than if the flags weren't free (which I don't know if it is or not)

For further proof of what I'm saying, here's the checkout screen. $30.95 for standard shipping, which they say is ~18-24 days. Note, same zip code as I put for the ship to on the USPS website. 76010.
