-Michael Knox was betrayed by his twin sister Rachel, who now goes by Reiko as the leader of a branch of Nemesys called the Crimson Covenant.
-Jackie Ramirez simply wishes to confront (ofc, it wont go well) her childhood friend and ex, Yaku, who is now the drug lord leader of the Dedboyz gang (another branch of Nemesys)
-Larry Washington is a military man whose commanding officer, General Oblix, betrayed him during a mission years prior.
tfw a game isn't very good but has a really good OST for being midi

-It's now [2015], Giger has sent in forces to overtake NeoTokyo. A squad of five helicopter pilots is formed to combat Nemesys. Each pilot has an archenemy within Nemesys for different reasons.
Character Lore:
-Miki Akino is a young woman who has been cybernetically enhanced (unclear how so), and her archenemy is the virus Tiamat
-Shin Otowa is a young man whose father was framed for a crime he didnt commit by Viktor Shrek, a "corporate executive turned terrorist"

ok so... I did a bunch of digging and got a pretty good idea of all the lore in Helicops. You really could make a proper anime out of this rather than just one anime-inspired video game.
Lore is as follows:
-Massive earthquake in [1998] destroys Tokyo; rebuilt as NeoTokyo which becomes the world hub of scientific and technological advancement.
-Things go well until Maxwell Giger forms the international criminal syndicate Nemesys and makes his bid to take over NeoTokyo

"Stop all tanks before they reach the other side of the bridge." is probably the most memorable thing from Helicops because it was the only line of dialogue in the demo and it's still present in the final game
