I'm surprised that the Steam input binding system seems not to offer a behavior I want: click a control stick to enter one command via a radial menu. That's why my Against The Storm layout does this weird shift thing where you hold one stick to make the other one into a radial menu.

What I *want* is for clicking a stick to pop up the radial menu (immediately visible, not just "armed and ready" but not rendered) and dedicate that stick to navigating that menu until an option is activated, whereupon the stick is reset to its usual bindings.

Theoretically, I should be able to get close by setting stick click to enable an input layer, and that layer remaps that stick to the menu, and all the menu inputs are actually multi-step commands where the first command is the one the user wanted and the second one dismisses the layer, and clicking the stick again (in the neutral position) would also dismiss the layer. I was not able to make this work when I tried it (the layer toggle did not seem to function at all; maybe the stick still being in the down position when it switched causes it to immediately dismiss?), and in any case it would not cause the menu to be immediately visible. It's also more manual steps than should be needed - "deactivate layer after any command" (or "do this command after any other command on the layer") should be something I could configure for the menu as a whole, rather than manually duplicating it on each item. Oh well.

@kistaro I haven't worked with Steam Input recently but I feel like it should be possible to bind the action to a button press, in which case 1 press should result in 1 action (activating or deactivating the layer).
