It's more that they don't have to mix much. No one /wants/ to live in a swamp. The coastline is pretty liberal because we mix with a lot of cultures and get visitors from all over. But central (as in far from the popular areas) Florida doesn't really get an infusion of culture, so they've just got remnants of the broken culture of honor which has become highly insular and difficult for outsiders to navigate.
