@Catsandcatsandcats i'm constantly screaming that people should read the Federalist Papers because it was literally always intended to work that way, the Framers talk about popular movements as if they're diseases that need to be prevented from spreading and one of the ways they talk about doing it is by adding that layer of bullshit to make it next to impossible for spontaneous popular mobilizations to gain enough strength to lead to national-level policy change before being crushed
