"military time" would refer to a certain format of 24-hour clock, usually the format used by members of the CCEB

No hours/minutes separator is used, the leading zero is always written, and it's appended by the time zone

So it looks like 0840Z

The time zones are given as a letter starting at +1 as Alfa and going east

Juliet is skipped and used for local time, Zulu is UTC
