@kirby the dial and hand at the 12 is hours, big hand in the middle is minutes, dial and hand at the 6 is seconds
regulators were originally designed for large clocks that everyone in a watchmaking shop would regulate the watches by, having the hours, minutes, and seconds on separate dials made it easier to precisely read them from across the room
these days it's a neat style choice for the time display
