When I was very little, I thought "Pirate Radio" would only work if there were bands of folks roaming the seas in converted fishing trawlers. Flood lights and cranes replaced with giant antennas
And then the internet happened
Censorship became more widespread after the powers figured out you could put an entire country behind a firewall to prevent thoughts from spreading
And then Tor happened
