Also you can access it from the IP ranges of various VPS and cloud providers so "hostile foreign governments" could get around the block for five bucks

long answer, not necessarily, might just be someone who a) thinks that a global internet is a problem because "bad governments" can potentially sockpuppet on twitter and b) geographic ip blocks work
