why isn't there a way to block or hide accounts on youtube?
@lizardsquid There is a way to block them but it's super esoteric and hidden like 10 menus deep.

@Fenreliania there doesn't seem to be any menus at all on a channel page, though
@Fenreliania it seems to only block them from commenting on your videos, so it probably doesn't remove them from the algorithm

@lizardsquid You have to go to their channel, go to their about page, click on the FLAG for some reason and there you can block them.
That said I don't know what the actual effects are. The algorithm may well ignore them, hard to tell since blocking is such an esoteric feature that nobody seems to know about it.
