Prior to Nixon, the US had 1/5th the prison population of the USSR post-Stalin, after Reagan we had double the population as the Soviet union even though its population hadn't gone down by much because we had much longer sentences. Since then we have doubled our prison population. China now has 1/3rd the prison population we do.
