It usually puts cyberpunk in our near-future, despite cyberpunk being "80's/90's near future".
Fun fact: Do Androids Dream Of Electric Sheep (the book behind Bladerunner) took place in 1991. And that was 23 years in the future when the book was written. 1991 is now 28 years in the past.
Cyberpunk is an alternate-history genre by now.
