amazing how many config files one single server can generate
paper is a fork of spigot, which is a reimplementation (? fork?) of bukkit (? craftbukkit?), which itself is a patch over the official minecraft server
each one of these layers has its own config file with its own set of settings and features that it controls. none of these developers had the idea to just reuse the previous layer's config file, or maybe consolidate it all into one file
