without your instance knowing those users at all it's impossible i think. you can do it for all users your instance is aware of but you still might miss some that way

problem is that's gonna be a few (hundreds of?) thousands of requests
federation police mite get mad at me

it's possible to write the thing so it sends the requests slowly over time so nobody gets mad
