there's someone from a company called vanhack who's been trying to recruit me sending emails to my college address and at first i thought they were just boilerplate standard emails but they're asking me to follow up on it and i don't know what to do ??
they're offering programmer jobs in canada and i'm worried that either there's a huge catch (i have to pay to work there, basically) or that i'm not qualified enough for their positions

I job-hunted in Toronto a couple of years back and have never heard of them. That being said, they seem legit but low-rent.
A standard tactic of agencies was to call or email implying that they'd found a job that was a good fit. When I'd call (out of curiosity), they'd ask for a resume and what I was looking for, then try to sell me on whatever vaguely related jobs they had.
Write them if you're looking but don't get your hopes up.

Basically, if it's a full time position, the recruiter gets paid based on your salary, so they're motivated to max that out. (Contracts are different, though!) So you need to worry about the employer more than the recruiter.
BTW, my employer in Ottawa (static analysis product) is looking for a Java/C++ person. I don't think they do relocation or sponsorship, though.
