"Vulnerable areas", specifically in context of "social risks, collective ability and undesired events"... was what xenophobes somehow managed to translate to "no-go zones" for Sweden, while the report which had that as title didn't say anything about regular people being unable to "go" anywhere.
Obviously nowhere near either actual translation or anything considered a summary those words,
but this intentional mistranslation has had the effect of furthering the socio-economic segregation through false fear, which is a direct opposite of what could help counter exactly those "social risks", etc,
but most likely that was the desired result.
They want to create a double-sided separation of "us" vs "them" to generate fear of he then unknown "others" and so generate further xenophobia.
Anyone using the phrase as an actual existing thing contributes to making all that worse.
