Although they are categorized by Unicode as “Symbols”, these characters are actually digits, used for “ten” and “eleven” in the duodecimal (base-12) system.
You will note that ↊ looks kind of like a U+A786 Ꞇ LATIN CAPITAL LETTER INSULAR T (for “Ten”) and ↋ looks kind of like a U+0190 Ɛ LATIN CAPITAL LETTER OPEN E (for “Eleven”)!
