is it a webdev faux pas to use timeout callbacks instead of requestAnimationFrame? i don't want the animation to run at 60hz

how do you test a webapp that requires ssl to run within a lan? is there a way to letsencrypt to a 192.168.0.x domain? or is webdev limited to those who can dynamically host stuff on a vps

all my art since 2017 has been done on a 2007 thinkpad X61t. while the hardware is aging with a core 2 duo, it still runs modern linux and even web browsing without issues, and it cost me 50 USD, cheaper than any new tablet i've seen lately
