installing ruby, then dependencies, then running commands, then restarting server...

so apparently i can't test out dev environments on the bash subsystem for windows anymore because of fucking webpacker and Error: addMembership EINVAL

god damn it i hate webpacker so much and i still don't know what it's useful for

anyway, now that we have working backups i think i should try and update this to 2.2.0...

fixed CF's daily backups, deleted old backups, pruned old docker files
