so in my country cable tv and internet providers have consolidated into one thing, everything is usually server either by coax or fiber

one such provider (not the one i have) has started blocking pastebin IPs for ALL of their consumers

because the website was being used to share IPTV (cable tv over fiber, right) addresses publicly

(the answer is yes)
