listen, i may not be a tech wunderkid, but i've been around for awhile. "follow the rules or else. the rules are all unspoken and we're not going to elaborate more unless it's in private." ...is dodgy.
ultimately it always translates to "we don't publicly post the rules because every single person gets a different version of them to follow, depending on sex, gender, skin color, phase of the moon, and if we like you or not."

this is either planned maliciousness, OR a level of naiivete that means the ethical security #purism offers can never be fulfilled.
this is a safe space, but being run by people who think that a safe space can first be achieved by no moderator reports at all (!), and now is emphatically saying safety can be achieved by NOT letting people who are targets of specific types of harassment know they're safe because the space is explicitly against sexism/racism/etc.

i honestly do not see the sense in *why* someone would, as a non-bad actor, look at the pre-baked community covenant and go
"ok, now that we've listed examples of how to be a good community member, here's the section about bad shit you shouldn't do. ...let's just say don't do bad things. i know these are all good examples that will let people know we will not tolerate that sort of thing here, thus making it a safe and appealing space. ...but let's just take all that out, we don't need it :)"
