Ah, right - in the early series, the idea of the timelords didn't exist, and The Doctor was a mysterious old man from an alien planet who had built the time machine.

The idea of regeneration only happenned because they wanted to keep the show going after William Hartnell no longer wanted to play the part, and the Time Lords didn't really exist until the end of the second doctor's tenure.
