Going through only universities that have engineering courses, if she went to Boston, USA she could attend 6 at the same time, then London for 5 at the same time, Paris for 4, and then Hong Kong for another 4 leaving it at minimum 16 years to attend 19 universities

Assuming all the exam times line up nicely and she knows English, French, and Chinese
